Proposed Smiths Beach Development

Published on Monday, 19 July 2021 at 3:36:00 PM

The City is aware of plans for a proposed development at Smiths Beach and the intention for the proponents to progress the project through the State’s ‘significant development’ pathway rather than through Council or the Regional Joint Development Assessment Panel.

Development applications that meet the 'significant development' criteria can opt in to the alternate assessment pathway and will be assessed by the State Development Assessment Unit and be determined by the Western Australian Planning Commission, as opposed to the City of Busselton.

Mayor Grant Henley advised “While I understand that the community and particularly the ‘Save Smiths Beach’ group, are concerned that the proponent is bypassing the City, the new alternate assessment pathway is, under current State legislation, an option the proponent is entitled to pursue.”

“Until such time as a development application has been lodged with the Western Australia Planning Commission and the expected assessment and consultation process identified, the City is unable to comment much further. City of Busselton Councillors have an important role to play in addressing any formal submission and we do expect that through any consultation process, we will be provided an opportunity to comment and present any concerns raised by community regarding the development.”

The City has not received any formal advice that an application for the Smiths Beach Development has been received by the West Australian Planning Commission and is, therefore, unable to comment further on the details of any proposal at this time.

Further information on the ‘significant development’ assessment pathway; including an overview of the application process, FAQ’s and details on public consultation can be found on the Department of Planning, Lands and Heritage website.

Objectives outlined in this statement are aligned with the City of Busselton’s Strategic Community Plan (2021 - 2031) Key Themes, Leadership: A Council that connects with the community and is accountable in its decision making.
