Development Assessment Panels (DAP)

A Development Assessment Panel (DAP) is an independent decision-making body which determines certain development applications in place of the Local Government authority. 

DAP panels are comprised of independent technical experts and elected local government representatives.

The City of Busselton is included in the Regional JDAP. Further information can be found on the Department of Planning Lands and Heritage website.

DAP Application Requirements

Any mandatory or optional DAP applications require a pre-lodgement meeting with one of the City’s Senior Planning Officers.

An application for development approval is required to be determined at JDAP if it meets the following criteria:

Mandatory DAPs

Where the estimated cost of development is $10 million or more (excluding GST). Not including the development of a ‘warehouse’.

Optional DAPs

Where the estimated cost of development is $2 million or more (excluding GST). Which includes the development of a ‘warehouse’.

Development Exempt from DAPs

The following types of applications are excluded from determination by DAPs in accordance with the DAP Regulations:

  • Single Houses;
  • Less than 10 Grouped or Multiple Dwellings;
  • Carports, shade sails, outbuildings and sheds;
  • Development by a local government or the Western Australian Planning Commission (WAPC).

The types of applications outlined above are to be determined by the local government or the WAPC.

Please contact the DAP Secretariat in writing at least 72 hours before the commencement of the meeting using the JDAP Presentation Request Form. The request form is to be accompanied by a written document setting out the substance of the submission and the following:-

1. Identify the DAP application in respect of which submission is sought to be made;

2. Summarise the content of the submission; and

3. Contain contact details, including telephone and email contacts, for the person or a representative of the group.
