The Council of the City of Busselton consists of nine elected members. The Mayor is elected by the Councillors.  Councillors are responsible for representing the interests of residents, providing leadership and guidance in decision-making.  Committees of Council and other working groups enable informed decision-making through providing a broad range of advice to the Council.

Cr Grant Henley Cr Grant Henley

Mayor

Elected to Council in October 2009, Cr Grant Henley has served as Mayor since October 2015. With a keen interest in social and economic sustainability, Grant has been a strong supporter of the City’s foreshore re-development and town centre revitalisation projects.

He played a key role in the attraction of cruise ships to the region and advocated for the expansion of the Busselton Margaret River Airport.

Born in Hobart, Grant served in the Royal Australian Navy for 20 years before retiring and moving to Busselton in 2002 with his wife and two daughters. Here he worked in the tourism industry eventually establishing a guesthouse which he operated until 2015.

When he isn’t out and about town fulfilling his Mayoral duties, Grant is an active member of the RSL and enjoys watching rugby and cricket.

Cr Paul Carter Cr Paul Carter

Deputy Mayor

Elected to Council in 2015, Cr Paul Carter combines his work in the agriculture industry with his Council responsibilities. It was a desire to grow employment and opportunities for young people in the region that motivated him to run for Council.
Paul was born in Carbunup into a dairy family. He received a Bachelor of Business in Agriculture from Curtin University and worked for several years in agribusiness.

Paul joined the City of Busselton Council in 2015 and has taken a keen interest in economic development portfolios. He is a member of the Busselton Margaret River Airport Advisory Committee; the Finance Committee and the Economic Development Taskforce. He's also active on the Regional Road Group and the Lower Vasse River Management Advisory Group.

Cr Kate Cox Cr Kate Cox

Councillor

Elected to Council in October 2019, Cr Kate Cox currently combines her Council duties with running her retail business Sociologie located in the Busselton CBD.  Kate relocated to Busselton 25 years ago to work in the Environmental Health Department of what was then the Shire of Busselton Kate and her husband Ed own and operate a dairy farm at Vasse and have three teenage daughters. Two years ago, Kate and her family moved off the farm to Quindalup and are loving living so close to the beach. 

Kate has a Bachelor of Arts Degree with a major in Political Science.  Whilst not aligned with any political party, it was Kates interest in politics and policy and her desire to represent the community that underpinned her desire to become a Councillor.  Kate serves on a number of Council Committee's and has recently become a member of the Zonta Club of Dunsborough.

Cr Phill Cronin Cr Phill Cronin

Councillor

Elected to Council in October 2019, Cr Phill Cronin is a hobby farmer, communication consultant, Board member, husband and City of Busselton Councillor.

Originally from the UK where he qualified with a Bachelor of Civil Engineering, Phill has been living in the South West for nearly four years, having been a regular visitor for more than 20 years.

Phill says that nowhere could top the City of Busselton which offered a unique mixture of “commercial opportunity, natural beauty and relaxed lifestyle”. So here he happily resides with his wife and their two (impeccably trained) border collies Cullen and Charlie.

Cr Mikayla Love Mikayla Love

Councillor

Mikayla has been fortunate to call Busselton home for the last 18 years, her mother moved to Busselton when she was six years old. She attended Geographe Primary School and Busselton Senior High School and now works for the local Community Bank, splitting her time between both Dunsborough and Busselton. 

Mikayla lives on her partner’s family owned farm within the Hithergreen area. She has a strong passion for the environment and the local community. She has always been interested in history and politics and in her spare time you’ll find Mikayla reading, exploring the beautiful coastline and bushlands, and spending quality time with her family.

Cr Ross Paine Cr Ross Paine

Councillor

Elected to Council in October 2015, Cr Ross Paine brings a mix of experience and personal conviction to the council table with a background in IT and a Diploma in Network Engineering, a passion for the environment and a commitment to healthy and active living.

Ross was born in the region and raised on a farm in Carbunup before leaving to study and then later moved to Canberra for work. Ross is a husband and a dad, as well as a foundation member of the Busselton Runners Club.

In his spare time, Ross is an avid cyclist and runner, and regularly competes in cross country and road running events.

Cr Sue Riccelli Cr Sue Riccelli

Councillor

Elected to Council in October 2019, Cr Sue Riccelli currently combines her Council responsibilities with her role as the Parenting Coordinator, Parenting Connection Southwest (Anglicare). She served as a Police Officer for 15 years before moving into the Parenting Support Industry approximately 14 years ago.

After a lifetime of holidaying in the region, Cr Sue Riccelli settled permanently in the Cape region approximately five years ago. Drawn by the lifestyle, natural environment and impressed by the generosity of spirit she encountered.

It’s hard to imagine Sue actually has any spare time but when she does she loves being with her adult children, her partner and her two “fur babies”. When she's not exploring the great outdoors and keeping fit, you’ll find her with a nice drop of red, either with friends, reading a book or watching the cricket.

Cr Jodie Richards Jodie Richards

Councillor

Jodie has lived in the South West intermittently since 1987 and then in 2007 it became her permanent home when she was transferred to Busselton as a Paramedic. Jodie has a passion for small business and sustainable economic and social development and after 14 years of service with St John’s Ambulance, she started a business in the Vasse Business Park.

In 2012, she joined the Board of the Busselton Chamber of Commerce and Industry (BCCI) and accepted the role of CEO of the BCCI in 2017.

Jodie is kept busy with two teenage children, currently sits on the Board of South West Counselling Inc and operates two businesses - Global Industry Solutions and Get Pickled and Get Shucked.

Cr Anne Ryan Anne Ryan

Councillor

Elected to Council in the 2021 election with the highest number of votes, Anne is humbled for the support and committed to the next four years of hard work and representation for the people of Busselton City. 

Anne has a Diploma of Aviation and has spent the last two years working at the Busselton Margaret River Airport. She now devotes herself full time to her position on Council.

She lives in Vasse with her partner and has two adult children, and a new grandchild, a most welcome addition to her extended family.

Anne is passionate about community consultation and stakeholder engagement and the provision of quality and proactive customer service to the community, and will work hard to deliver this and bring about positive change.
