Proposal to permanently close sections of Northerly Street not supported

The City of Busselton Council has resolved at this time, not to support a proposal from the developer to permanently close sections of Northerly Street in Vasse, between Harlequin Boulevard and Yebble Drive.

In making its decision, the Council considered extensive community feedback received during the public advertising period from 12 December 2025 to 2 February 2026. More than 500 letters were distributed to residents and property owners in the Vasse locality, with two petitions and 121 submissions received, overwhelmingly opposing the proposed road closure. Concerns raised included:

  • Traffic flow and congestion around local schools.
  • Child safety in areas surrounding three public schools.
  • Increased traffic through residential streets.
  • Impacts on residents and businesses that rely on Northerly Street to access Kaloorup Road.
  • Right-turn movements from the Vasse development onto Bussell Highway.
  • Additional traffic impacts on Florence Road.

Mayor Phill Cronin said the Council recognised the long-term planning objectives for the area but considered it important that community concerns and transport impacts were addressed.

“The Council acknowledges the intent behind the proposal to encourage more regional traffic to remain on Bussell Highway rather than use Northerly Street to simply pass through Vasse. The Council also listened carefully to the concerns raised by residents, businesses and school communities.”

“This decision reflects the Council’s view that further assessment and planning are needed to ensure any future changes to the road network can be implemented safely and without creating unintended impacts elsewhere within Vasse and the community.”

The proponents will be advised of the Council’s decision.

Objectives outlined in this statement are aligned with the City of Busselton’s Council Plan (2024 - 2034) Key Theme Place – Responsible planning is helping the region to experience sustainable growth with retention and enhancement of our unique character, identity and lifestyle.
