Draft Local Planning Scheme 22 Progress Update

We understand there has been some recent community discussion and enhanced interest in the progress of the draft Local Planning Scheme 22 and the process the City must follow to develop and finalise it. We recognise that not everyone is aware of the progress that has been made to date or the next steps, so for clarity and to avoid any confusion, the process is outlined below:

• The City has drafted Local Planning Scheme No.22 (LPS22) which aligns the City’s Scheme with current State Government format and the directions set by the City of Busselton Local Planning Strategy 2019.

• The Council have just finished workshops as part of their review of the draft document. They will soon be asked to vote on whether they are ready to refer the draft LPS22 document to the State Government for permission to advertise.

• Should the Council make the decision to adopt the draft LPS22 for advertising, the Planning Regulations still require referral to the Environmental Protection Authority (EPA) for their review. Following that, the Minister for Planning must also provide their consent to advertise before the City’s formal community consultation process can begin.

• Once the Minister provides their approval for the City to advertise the draft LPS22, we will roll out an extensive consultation process over three months to ensure that everyone in the community can be made aware of the proposed changes and will be able to provide their comments.

Here’s how we’re proposing to keep you informed:

• We’ll send letters to landowners and occupiers
• Our team will be conducting a series of community drop-in sessions across the city
• We’ll run newspaper adverts, provide updates on social media, and have a telephone hotline for any questions
• We’ll also have dedicated officers available to answer any of your questions

The City anticipates consultation to start in the second half of the year, but this will depend on the time it takes for each approval process to be received.
